Following its regular session 006 on July 27, Cambodian Forum for Academic Initiatives (CFAI) had an irregular session held on Saturday, September 27, 2008, at CALE Forum, ECIS Building, Nagoya University.
In the first part of the session, Mr ORN Pannha, an LLD holder from the Graduate School of Law, presented his doctoral dissertation, titled “Harmonizing the Administration of Industrial Justice in Cambodia”.
“… The distinction of individual and collective dispute defined in the Cambodian labor law prevents the individual disputes from being heard by the arbitration council. Accordingly, there would be an advantage in reviewing those articles of the labor law concerning dispute resolution. While the labor law leaves the court wide jurisdiction over the labor disputes as provided by Article 385, the arbitration council is limited to handle only collective disputes which the arbitral award finally needs recognition and enforcement from the court. The expectation of the counseling service that links to conciliation would give the disputing parties more trust and confidence in the system on one hand, while on the other the disputing parties could benefit from various methods of dispute settlements either from this service, the arbitration council or the court,” concluded Mr ORN Pannha as a summary submitted to CFAI committee.
In the second half of the session, Prof. ANG Choulean, an anthropoligist and a professor at the University of Fine Arts in Phnom Penh, gave a lecture on the “Issue of Kui Ethnic Group in Cambodia”. Prof. ANG Choulean is currently a visiting scholar to Kyoto University. According to CFAI committee, he formerly worked with APSARA Authority and is well-known among Japanese scholars whose research interestes are in Khmer history and culture. The lecture was then followed by a discussion among the participants.

Eight Cambodian students were invited by Nakamura Kindergarten to discuss about education in Cambodia on 5 September 2008 at Nagoya International Hotel. Since Ms Utsunomiya, chief of Nakamura Kindergarten, would like to make a documentary about Cambodian children’s pre-school education after her visit to Cambodia three years ago, the main purpose of the discussion was merely to get to know Cambodian students’ perceptions on what aspects the program should be filmed in. Moreover, Ms Utsunomiya also expressed her intention in helping Cambodian children by some means which are not only mainly financial donation.
During the session, each students were asked to talk about what is personally perceived as good and bad points about Cambodia’s education, together with childhood experiences. In exchange, people from Nakamura and other two kindergartens, including school directors, teachers and nutritionist, briefly shared their working experiences and impression on Cambodia. This first-time meeting was believed to be a stepping stone for the collaboration between the schools and Cambodian students in contributing to assisting poor Cambodia children in their education.
As the next step, a food fair to introduce Cambodian food to Japanese kids and a bowling competition between Camboidan students and kindergarten teachers is taken into consideration and scheduled in October and November. Such kind of exchange would be a golden opportunity for deeper mutual understanding for further cooperation.
